Phil may have just finished reading a suspense novel prior to writing these lyrics because they leave me with the feeling of being inside of a big hollywood movie. You could say that this hypothetical movie was hypothetically based on the aforementioned hypothetical novel.
In any case, Phil take the "band on the run" songwriting tone and reinvents it as a "man on the run". Perhaps he wanted to capture the feeling of being alone and persecuted, but without the comfort of having a group of people with which to run.
But, there is one person to whom Billy can turn, and that apparently is Phil Collins, who as the song puts it, needs Billy's number in order to help.
Could it be that Phil wanted to project an image of himself as a savior to those who suffer from feelings of persecution? Don't we all feel persecuted in a way at times? Can any of us honestly say that we feel totally accepted by anybody?
Being the creative genius and inspiration to millions that he is, Phil taps into our need for approval and acceptance by extending his offer for us to call him when we are in our time of need. Maybe this song after all is just a way for Phil to tap into and express his own hero complex -the driving force that led to his involvement in so many selfless causes over the years.
