Yep, according to Richard Ashcroft's Wikipedia page, the song is dedicated to him;
'The Oasis track "Cast No Shadow", included in the successful album 1995 (What's the Story) Morning Glory? is dedicated to him, and it is believed that Ashcroft dedicated The Verve's 1995 song "A Northern Soul" to Gallagher as a response. '

I know it's what everyone's saying but fuck me Oasis need to go back to making songs like this, not my favourite but still a classic, that shit they're churning out now is pathetic great band brought down to the standards of a new fucking indie band.
