Absolutely agree with Alex up there. The album ends just to circulate back to the beginning. I personally think that this may mean that after Pink's death, the band comes up and tells his story(Isn't this where we came in?). It could also mean that, Pink's story may easily happen to anyone else. Thus, a circle of The Wall begins again and it never stops.

my absloute Favourite part of the 'Wall'
an album that has too many great atmospheric moments such as this to list.
'Outside' occurs after the pulverizing, darkly humorous 'Trial', where after Pink is found guilty of alienating himself and the ones around him, the verdict is passed with delicious by the monstrous judge:

TEAR DOWN THE WALL!

cue the demolition,the exqusite sound of raining rubble placing you right in the downpour of debris, the cloud thick grey dust eventually clearing for a mournful,playful sound as Pink, backed by a choir of sweet voiced school children, FINALLY comes down from his crucifix and acknowledges, however briefly, the struggle of all those left outside the Wall,of all the alienated, the loved ones who try to get through to us no matter what,
Banging their hearts against some mad bugger's wall....

The relative silence plus the perverse charm of little tykes again belting out demented Waters Lyrics makes 'Outside' strangely touching,
creepy and a bit sad, considering how at the very conclusion a voice pipes up
"Isn't this-"
completing the question begun at the very start of the story
"-Where we came in?"
